A vacant plot on Wood Lane in Rothwell could soon be home to 21 new council flats, after Leeds City Council submitted a planning application for the site.
The land, formerly occupied by the Home Lea House care home before its demolition in 2023, sits at the centre of proposals for a two-storey development of one- and two-bedroom apartments, to be let to people on the council’s housing register. Council data shows one- and two-bedroom homes are in the greatest demand in Rothwell, where affordable housing is currently in short supply.
The scheme follows a low-carbon build strategy, with high-specification insulation, double glazing and sustainable heating, alongside electric vehicle charging bays, bike storage and landscaped private amenity space. Before submitting the application, the council sent information packs to 175 local properties and held two in-person engagement events at Haigh Road Community Centre.
Councillor Peter Carlill, Leeds City Council’s executive member for transport and planning, said: “We are immensely proud of our Council Housing Growth Programme and the way it is changing lives and communities for the better. However, we know there is still a pressing need for more high-quality affordable homes in many areas of Leeds, including Rothwell.”
The proposal forms part of the wider Council Housing Growth Programme, which has already built or acquired hundreds of homes across the city. Other schemes in the pipeline include a 79-home development on the former Kingsdale Court site in Boggart Hill, Seacroft, while work is under way on 65 apartments for over-55s in Armley and 82 homes near Pudsey.
